Case Study: How Habinteg Transformed Its Data Management

The Organisation

Habinteg is a social housing provider with over 3,300 properties across more than 80 local authorities, dedicated to inclusive, accessible communities. To continue delivering excellent tenant services, the organisation recognised the need to improve its data management. Partnering with consultancy firm 3C and adopting the Data Logic software, Habinteg set out to streamline information handling, enhance compliance, and support better decision-making.

The Challenge:  Disconnected Systems and Growing SAR Demands

As a smaller housing association, Habinteg faced challenges in managing their increasing volumes of data. The organisation had multiple disconnected systems that had been added over time, with no way of consolidating data effectively between them. This led to duplication, inconsistent data and inefficiencies and made compliance and reporting very difficult.

One of the most pressing issues was responding to Subject Access Requests (SARs). The process was manual, and extremely time-consuming. The lack of a clear data management strategy meant that data was being stored without proper retention policies, resulting in an overwhelming volume of outdated and unnecessary information. Searching through multiple systems - including outdated and unsupported ones - often resulted in thousands of records, making it difficult to locate relevant information accurately and within the required timeframe.

With people’s awareness of data compliance and freedom of information rights increasing, Habinteg were seeing an increasing volume of SARs, which was overwhelming the capacity of the team. Facing unsustainable outsourcing costs, along with the added security risk of sharing data with 3rd parties, Habinteg took proactive steps to recognise these issues and find a long-term solution to address them.

The Solution:  Transforming Data Management with a 3C Partnership and the 3C Data Logic Platform

To tackle these challenges, Habinteg partnered with 3C, leveraging their expertise in data consultancy, and implemented the Data Logic platform. Initially, they sought a tool to assist with SAR processing, but Data Logic’s data warehouse capabilities provided a much broader solution by consolidating information across their systems and providing visibility of data quality issues.

The implementation process was not without challenges. Internal capacity issues, integration complexities, and reliance on third-party systems caused some delays. However, 3C’s workshops played a crucial role in educating the business about data ownership and highlighting the importance of improving data quality. These sessions helped staff understand how Data Logic could transform data management and helped the organisation to acknowledge existing issues that had previously gone unaddressed.

The Benefits: Efficiency Gains, Compliance Confidence, and Strategic Insight

The transformation of Habinteg’s data processes has already yielded significant benefits:

    • More efficient SAR processing

Instead of manually searching multiple systems, Data Logic allows for quick searches, filtering, and automatic data export, significantly reducing the time and effort required. A typical SAR that would have previously taken 4 days can now be completed within 1 day. For Habinteg, this equates to an annual time saving of 144 working days, delivering significant cost savings and reducing strain on internal teams.

    • Enhanced Data Visibility: Data Logic functions as a data warehouse, integrating various systems and working to provide a single source of truth. This has helped identify inconsistencies, standardise data definitions, and improve reporting accuracy.

    • Greater Operational Efficiency: Automating and streamlining data processes has freed up time for staff, allowing them to focus on higher-value strategic activities instead of manual data retrieval and reconciliation.

    • Data dashboards for improved oversight – Habinteg now has the ability to track and resolve data quality issues, ensuring accurate reporting and better decision-making across the organisation. Dashboards track the progress of corrections made and give live estimates of the financial value of improving data quality. This gives an ongoing view of the Return on Investment, helping to keep everyone in the organisation aligned and engaged.

    • Regulatory and Stakeholder Confidence: The ability to map out data issues and track improvements has given Habinteg a structured approach to regulatory compliance. This has strengthened its position with regulators, partners and tenants alike. They are now better positioned to demonstrate to regulators that they are actively working on data quality improvements, helping them to achieve higher levels of governance and consumer grading and reducing the risk of penalties.

Looking Ahead: Embedding a Strong Data Culture

Alongside the benefits of the new data management platform, Habinteg have also seen a significant cultural shift across the organisation. Historically, while many staff were aware of data quality issues, there was limited understanding of how poor data management impacted operations and tenant services.

Mollie, Performance and Data Management for Habinteg shared:
“We knew that data quality issues were happening, but I think no-one knew where to start in tackling them. People were reluctant to bring up issues and were instead finding ways to work around them, masking the problem.”

The introduction of 3C Data Logic, alongside targeted training and open discussions, has started to change this mindset.

Automated alerts for data integrity issues provided better visibility of key areas where problems were occurring, helping to focus additional training and support for staff where it was most needed. Workshops run by 3C provided by a safe space for staff to acknowledge challenges, share experiences, and recognise that they were not alone in facing data issues. This transparency has encouraged employees to take greater ownership of data quality, with teams now more willing to highlight concerns and seek solutions. Rather than fearing the consequences of acknowledging problems, staff feel more empowered to improve processes collaboratively.

Increasing engagement and education in data management has helped the organisation develop their data strategy, including creating new data retention policies. Habinteg’s leadership recognises that embedding a strong data culture is an ongoing process, but the shift in awareness has already had tangible benefits. Employees are asking the right questions, engaging more actively with data management initiatives, and strengthening internal relationships around data governance.

Key takeaways

Habinteg’s experience highlights the importance of investing in data management. For housing associations facing similar challenges, their key advice is:

    • Work to understand the scale of your data challenges: Sometimes it takes a new tool to fully grasp the extent of inefficiencies and gaps in your processes.

    • Invest in expertise: Bringing in a third-party consultancy can provide valuable insights and practical solutions tailored to your organisation’s needs.

    • Educate and engage your staff: Building awareness of data issues and their impact encourages employees to take ownership and contribute to solutions.

    • Create a roadmap for improvement: Regulators and stakeholders don’t expect perfection overnight, but having a clear plan demonstrates commitment to continuous improvement.

    • Think long-term: While implementing a new system takes time, a well-integrated solution will ultimately save time, reduce costs, and improve compliance in the long run.

By taking decisive action and investing in expert support, Habinteg has demonstrated its commitment to delivering high-quality, data-driven services to its tenants. Habinteg’s journey with 3C and Data Logic demonstrates that with the right tools and expertise, even long-standing data issues can be addressed. The organisation is now in a far stronger position to manage its data effectively, enabling further improvements and ensuring a more efficient, compliant, and tenant-focused future.
